Strategic Allocation For A Sustainable Belize

The Government Strategic Allocation provides direct funding to the Government of Belize to help achieve the conservation commitments under the Belize Blue Bonds. This program supports multi-year projects that advance key marine conservation milestones and national priorities, implemented through the Blue Bonds and Finance Permanence Unit (BBFP) in the Office of the Prime Minister.

Through this program, at least 40% of Belize Fund financing—approximately BZ$3.2 million each year—is allocated to government-led initiatives that deliver the conservation commitments outlined in the Blue Bonds Agreement, such as expanding protected areas, implementing the Marine Spatial Plan, enhancing policy frameworks, and strengthening the management of marine ecosystems.

The GSA ensures that Belize’s government institutions have the resources needed to meet conservation obligations and drive long-term sustainability for the country’s ocean and coastal environments.

Milestones

The GSA and its components were designed to align national milestones with the overarching goals of effective fisheries governance, sustainable resource management, enhanced enforcement, capacity building, and ecosystem monitoring.

Under the GSA, the Belize Fund is supporting the government with US$7.06M through to March 2026 for:

  • Improved management effectiveness and enforcement of Belize’s ocean space
  • Strengthened high seas fisheries management
  • Delivery of a Marine Spatial Plan and Integrated Coastal Zone Management Plan
  • Improved management of mangrove ecosystems

This support has contributed to the achievement of four of the eight milestones.
